Request For Expressions Of Interest (Consulting Services – External Audit Firm Selection)

The Côte d’Ivoire-Ghana Cocoa Initiative (CIGCI) has the objective of ensuring a sustainable cocoa economy and addressing the challenges facing its member countries in the production and marketing of cocoa. The initiative is hosted by a Secretariat in Accra, Ghana and jointly supported by the Governments of Côte d’Ivoire and Ghana through their cocoa regulatory bodies, le Conseil du Café-Cacao (CCC) and the Ghana Cocoa Board (COCOBOD). The Headquarters Agreement between the Government of the Republic of Ghana and the CIGCI defines the legal capacity, privileges, and immunities of the Initiative as well as the privileges and immunities enjoyed by the staff of the Initiative in Ghana.

The objective of the assignment is to audit the Initiative’s operations from August 2021 to September 2023 and to express an independent opinion of the financial statements on an annual basis in accordance with all relevant regulatory and other requirements.

The services and deliverables included under this project are to:

  1. audit the financial statements of the Initiative.
  2. issue an audit report in accordance with requirements of the Charter, Headquarters Agreement, and the Initiative’s Financial Rules.
  3. Issue a management letter with audit findings and recommendations.

The Côte d’Ivoire-Ghana Cocoa Initiative now invites eligible consulting firms to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services required (e.g. brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Interested firms may constitute joint ventures to enhance their chances of qualification. A team with French language skills will be an advantage. Shortlisted firms will subsequently be asked to respond to a Request for Proposals.

 

Eligibility criteria, and the establishment of the short-list shall be in accordance with the following:

  1. The firm must qualify under Section 138 of Ghana’s Companies Act 2019, Act 992.
  2. The firm must be recognized as a licensed Audit Firm in Ghana, according to Institute of Chartered Accountants Act 2020, Act 1058.
  3. At the time of the application, the firm must be and shall remain throughout the recruitment process in good standing with the Institute of Chartered Accountants, Ghana.
  4. The firm must have sufficient qualified number of staff to undertake the assignments at any given time.
  5. The team lead with requisite professional qualifications must have been handling similar assignments continuously for not less than ten (10) years and must be a person of high integrity.
